appear - Austrian Partnership Program in Higher Education & Research for Development

appear_logo_-mah_040910_sma.jpgA consortium formed by the Austrian Agency for International Cooperation in Education and Research (OeAD-GmbH) and the Latin America Institute (LAI) has implemented "appear" - a new partnership program conceived, guided, and financed by the Austrian Development Cooperation (ADC).

According to the development policy trend in Europe, and the ADC's Strategy on Higher Education and Scientific Cooperation, the new "Austrian Partnership Program in Higher Education and Research for Development - appear" supports partnerships between higher education institutions in Austria and in eligible countries in the South (Palestinian Territories, Bhutan, Nepal, Ethiopia, Uganda, Kenya, Mozambique, Cape Verde, Burkina Faso, Senegal, Nicaragua, El Salvador, Guatemala). Under the superordinate goal of poverty reduction, appear also contributes to a discourse in society about the quality and orientation of development in general. The program is aimed at strengthening institutional capacities in higher education, research, and management in the ADC key regions. appear wants to encourage researchers, professionals, and academic institutions in the eligible countries and in Austria to share their knowledge and experiences, to design innovative projects, and to improve the overall standards in higher education, research, and management.

  • Higher education and research for development
  • Water supply and sanitation, rural development, energy, private sector development, governance and human rights
  • Poverty reduction, environment and natural resources, peace building and conflict prevention, gender equality
  • Strengthening skills in the social sciences as an instrument to systematically analyze the causes of poverty and to empower capacities in social science research

appear consists of two components, each of which contributes to the strengthening of institutional capacities.

Component 1:
The academic partnerships are based on cooperative collaboration and mutual respect for different cultural contexts and approaches. They are also based on issues of particularly high relevance for the partners in the South. The utilization of the results will also follow a participatory approach - for example, through mutual exchange of teaching staff or joint publications and presentations. Activities which are supported are well-designed, collaborative, and innovative projects that respond to identified needs and demands in the partner countries and institutions.

Preparatory funding provides the opportunity to develop a realistic and effective project proposal based on the demands and needs of the partner institution in the South. In this initial phase, the future partner institutions assess each others' respective institutional and social environments and jointly design the project proposal.

Component 2:
Via master's and PhD grants, students and professionals from the eligible countries should be encouraged to apply to the master's degree and PhD programs of appear. This training should enhance their abilities to contribute to institutional capacity development and poverty reduction in their home countries.

The First Call was published at the end of March 2010. Students and professionals, as well as institutions in Austria and the eligible countries, are invited to submit their applications for master's and PhD grants and the preparatory funding until April 30, 2010. The deadline for submitting the applications for academic partnerships is July 31, 2010.
