Manfred Horvat is professor of “International and European Research and Technology Cooperation” at the Vienna University of Technology (TU Wien). He is also an independent expert for international research and technology cooperation and acts as senior advisor for Austrian ministries and international organizations, and as an expert for the European Commission.

He was active in teaching and research in fluid mechanics before becoming director of the University Extension Center of TU Wien in 1980. From 1993 to 2006, Horvat has been director for International Research and Technology Cooperation in BIT and FFG, Austria. Since the beginning of the 1990s, he has been a member of several program committees for European RTD programs and served as member and chairman of many monitoring and five-year assessment panels as well as expert groups advising the European Commission. Recently he chaired the ERA-NET Expert Review Group and was a member of the ERA Expert Groups’ “ERA: A Wide Opening to the World” and “Optimizing Research Programs and Priorities.” He was rapporteur of the Expert Group on the Future of Networks of Excellence, a reviewer of the EU-China and EU-US S&T agreements, and chairman of the Mid-term Evaluation of COST. Currently he is reviewing the EU-Mexico S&T co-operation and he acts as International Advisor of the Chinese National Center for Science and Technology Evaluation (NCSTE) in Beijing. As a delegate appointed by two Austrian ministries, he is member of the Task Force for Priority Setting of the Strategic Forum for International Cooperation (SFIC) in Brussels.

Horvat trained as a mechanical engineer at TU Wien, graduating in 1969.
